In a turnkey model, the EMS provider sources agreed materials and coordinates suppliers for manufacturing and final integration. Your team approves product specifications, BOM requirements, critical restrictions, samples, alternates, and engineering changes.


Unless the project requires an approved or nominated source, supplier selection and purchasing execution may remain within the EMS provider’s qualified supply network. This creates a centralized manufacturing interface but gives your team less direct participation in day-to-day purchasing. MOQ, Non-Cancelable and Non-Returnable (NCNR) materials, forecast changes, and excess inventory still require clear commercial terms.

In a consigned model, your team purchases and supplies designated materials. The EMS provider receives those materials and performs the agreed manufacturing, assembly, programming, testing, and packaging.


This preserves control over supplier selection, purchasing prices, strategic agreements, and proprietary materials. Your team also manages delivery timing, shortages, revision accuracy, supplier quality, replacements, and excess inventory, so the EMS conversion price represents only part of the project cost.


Hybrid Sourcing Divides Responsibility by Material Category


Hybrid sourcing combines EMS-managed and customer-controlled materials. The EMS provider may source PCBAs, standard electronic parts, cable harnesses, and custom mechanical parts, while your team retains proprietary modules, licensed products, strategic components, or nominated sources.

Turnkey Sourcing Consolidates More Visible and Indirect Costs


A turnkey quotation usually includes more material, manufacturing, and supplier-management scope in one package. Its unit price may appear higher, but it can reduce internal purchasing work, separate inbound shipments, repeated inspection, scheduling, and supplier follow-up.


Turnkey can also centralize Non-Recurring Engineering (NRE), molds, tooling, assembly fixtures, and test-fixture development. Each asset’s cost, ownership, maintenance, storage, modification, and transfer terms should still be itemized. Turnkey centralizes execution; it does not transfer every commercial risk to the EMS provider.


Consigned Sourcing Moves More Costs Outside the EMS Quotation


A consigned quotation normally covers receiving, material handling, assembly, programming, testing, and packaging. Material purchasing and supplier management remain within your organization.


TCO should also include purchasing labor, inbound freight, customs, supplier inspection, shortage recovery, quality coordination, unusable inventory, and replacement materials. The quoted manufacturing and assembly price alone therefore cannot demonstrate a consigned model’s total cost advantage.


Hybrid Sourcing Creates Category-Specific Cost Allocation


Hybrid sourcing requires separate analysis for materials sourced by the EMS provider, supplied by your team, or purchased from nominated sources. Each category may have different payment terms, logistics, MOQ rules, lead times, inspection responsibilities, and revision risks.

Consider an enclosure and cable harness sourced through suppliers managed by your team, with the PCBA and final assembly managed by us. During integration, the harness presses against the PCBA.
